Zhongshan North Road, right in front of the hotel, is a major thoroughfare and taxis frequently pass by.
They are relatively easy to catch!
In many cases, taxi drivers do not speak Japanese, nor do they speak English.
When boarding, be sure to show the destination written in Chinese.
Taiwan is a country with a fairly good safety record,
